Vehicles must be off Charlottetown streets by 11 p.m. when winter parking ban in effect

CHARLOTTETOWN, P.E.I. - It’s official – all vehicles have to be moved off streets in Charlottetown between 11 p.m. and 6 a.m. until April 15.

Despite strong objections from Mayor Clifford Lee, council gave third and final reading to its winter parking ban at its regular public monthly meeting on Monday night.

First and second reading at last month’s meeting of the bylaw passed by a 9-0 vote. Following the vote, Lee said he felt the change in hours goes too far.

Up until Monday night, the hours were 1-6 a.m.

“I think 11 o’clock at night, to have your car off the street is a bit much,’’ Lee said, who as mayor did not cast a vote during either the first and second reading, nor third reading. “I think this decision by council . . . is probably going to be one of those decisions that they’re going to regret making.’’

The change was made to give public works crews an extra two hours to clear snow. The 11 p.m. curfew was used last winter on a trial basis.

Coun. Terry Bernard, chairman of the public works committee, said the parking ban is only enforced during snowstorms and nights when crews will be clearing snow or de-icing. He also referenced the city’s online snow alert to let residents know if restrictions are being enforced.

This is how the official bylaw now reads:

“No person shall park or leave any vehicle on the travelled portion of any street or square between the hours of 11 p.m. and 6 a.m. from the 15th day of November to the 15th day of April, both dates inclusive or such other dates as city council may approve.’’
